Supreme court bans Bharat Stage III vehicles

Supreme Court has banned the selling and registering of Bharat Stage III norms vehicles from April 1, 2017. Supreme Court Judges said that vehicles that are not BS-IV compliant should not sell by any manufacturer or dealers from April 1, 2017. People’s health is more important than the commercial interest.

About BS:

BS stands for Bharat Stage and is an emission standard given by Government of India to regulate the air pollutants coming from internal combustion engines.

It was implemented by central Pollution Control Board under the Ministry of Environment & Forests and climate change

About Bharat Stage III emission Norms: 

• It was introduced in 2005 in 14 major cities and in 2010 it was introduced nationwide.
• The main objective for introducing BS III is to phase out the two stroke engines used in vehicles.
• BS III emission norms helped in bring down the pollution but it makes vehicle costlier due to usage of improved technology such as electronic control system to check the emission.

About Bharat Stage IV emission Norms: 

• BS IV standards  emission norms was introduced in 2010 in 13 major cities and it will be introduce nationwide from April 1 2017.
•  It aims to cut down the pollution which is emitted by vehicle like truck by 80% and car by 50 % emission comparing to BS III standard vehicles.
•  It will cut down the emission of carbon monoxide from 2.30 g/km to 1g/km, hydrocarbon from 0.20g/km to 0.10 g/km and nitrogen oxide from 0.15g/km to 0.08g/km.
• It also makes manufacturing companies to fit an evaporative emission control unit in all vehicles, which should lower the amount of fuel.

In Simple BS VI standard norms vehicle will cut down the emission drastically by half comparing to BS III vehicles.

2.Kanha tiger reserve becomes first in India get official mascot- Bhoorsingh the Barasingha

Kanha Tiger reserve becomes the first tiger reserve in India to officially introduce a Mascot-Bhoorsing the Barasinga. BArasinga is a swamp deer, the initiative is to spread the awareness to save Swamp deep from possible extinction.

The Kanha Tiger Reserve is in Madhya  Pradesh spread over Mandla and Balaghat District. It is the only place where the swamp deer exist.

1.Four GST Bill Passed in Lokh Sabha.

Lokh Sabha has passed the 4 Goods and service tax (GST) which will subsume a host of indirect taxes levied by state and central government. It was introduced in parliament in 2000 and get passed after 17 long years. 

 The four Goods and Service Taxes are

1 Central GST (CGST Bill)

2.The Integrated GST (IGST Bill )

3.The Union Territory GST (UTGST Bill)

4.the Compensation to the States Law Bill .

About the GST Bills(official Release): 

• The GST Council has already finalised the 4 tier tax structure 5,12,18 and 28 Per cent and overall cap of 40 Per cent.
• Central GST bill makes provisions for levy and collection of tax on intra-state supply of goods or services or both by the central government
• IGST Bill makes provisions for levy and collection of tax on inter-state supply of goods or services or both by the Central government.
• The UTGST Bill makes provisions for levy on collection of tax on intra-UT supply of goods and services in the Union Territories without legislature.Union Territory GST is akin to States Goods and Services Tax (SGST) which shall be levied and collected by the States/ Union Territories on intra-state supply of goods or services or both.
• The Compensation Bill provides for compensation to the states for loss of revenue arising on account of implementation of the goods and services tax for a period of five years as per section 18 of the Constitution (101th Amendment) Act, 2016.

Early Warning System for Tsunami and Earthquake. 

Y.S Chowdhary Minister of State for Ministry of Science & Technology and Ministry of Earth Sciences said that Indian Tsunami Early Warning Centre (ITEWC), which is based at & operated by Indian National Center for Ocean Information Services (INCOIS), Hyderabad  has all necessary infrastructure and capabilities to detect early Warning System for Tsunami and EarthQuake.

About infrastructure and capabilities: 

• As per official statement_ ITEWC has been designated as one of the Regional Tsunami Service Providers for the entire Indian Ocean Region by the Intergovernmental Oceanographic Commission (IOC) of United Nations Educational, Scientific and Cultural Organization(UNESCO)
• ITEWC is providing tsunami warnings and related services to all countries in the Indian Ocean Rim
• This centre is capable of detecting tsunami-genic earthquakes occurring in the Indian Ocean as well as in the Global Oceans within 10 minutes of their occurrence and disseminates the advisories to the concerned authorities within 20 minutes through email, fax, SMS, Global Telecommunication System (GTS) and website. 
• A pilot project on Earthquake Early Warning (EEW) system is under implementation for northern India (Uttarakhand) by Indian Institute of Technology (IIT) Roorkee

1.Inauguration of ‘Test Bed’ of IAAMS at INS Rajali

'The first ever ‘Integrated Automatic Aviation Meteorological System (IAAMS)’ was inaugurated at INS Rajali, Arakonam, Tamil Nadu. It was inaugurated by Admiral Sunil Lamba,PVSM, AVSM, ADC Chief of the Naval Staff.

'About the project.

• 'The project aims to to modernise the meteorological infrastructure of the nine Naval Air Stations (NAS) of Indian Navy.
• 'INS Rajali was identified for this ambitious project which will be setting up in "Test Bed" site where the complete integrated system has been tested for its reliability, performance and functioning.
• 'This Project will be a'major fillip to aviation safety, through automation of weather monitoring process
• 'It is equipped wit hstate of the art Meteorological Sensors viz., Radar Vertical Wind Profiler, Transmissometer, Ceilometer and Automatic Weather Observation System which will help in accurate weather forecasting. It also make alarm  the duty staff during abnormal change of weather parameters
• 'Intstallation of similar project in other 8 NAS will be expected to be completed by 2019.

Indian Navy's Light Craft Utility ship - INLCU-L51 - was commissioned

• 'Ship also helps in  Humanitarian Assistance and Disaster Relief (HADR) operations of the Andaman and Nicobar Command
• 'The ship is propelled by 02 MTU diesel engines of 1840 Kw rating and can attain speed upto 15 knots. It is equipped with  two 30 mm CRN -91 guns ,12.7 mm Heavy Machine Guns and 7.62 mm Medium Machine Guns.

Border Out Posts on Indo-Bangladesh Boarder

'Indian Government has approved construction of Border Out Posts (BOPs) by Border Guard Bangladesh (BGB) in Chittagong Hill Tracts area.

'In the Approval , government of India will provide Security and logistics support to BGB by way of using Indian border roads in the States of Tripura and Mizoram for constructing BOP.

'Minister of State for Home Affairs, Shri Kiren Rijiju in his written statement said that Government has adopted a multipronged approach for security arrangements at the borders to curb smuggling and infiltration.

'The arrangements include deployment of Border Guarding Force , construction of border fence, construction of border roads, installation of floodlights, construction of Border Out Posts , introduction of Hi-tech surveillance equipments, providing advanced weapons and specialized vehicles to Security Forces, etc.

1.India to ratify  Kyoto Protocol's 2nd Commitment Period On Climate Change

  

Anil Madhav Dave, Minister of State for Environment, Forest and Climate Change said that, Indian Government has decided to ratify the second commitment period of the Kyoto Protocol from 2013-2020 to cut down the emission of Emission of Greenhouse Gases (GHGs).

He also said that developing countries like India are no mandatory mitigation obligations or targets under the Kyoto Protocol.The second commitment period (2013-2020) which was adopted on Doha in 2012 after successfully completing the first commitment from 2008 to 2012 as per Kyoto protocol.

Official statement said that ,The Clean Development Mechanism (CDM) under the Kyoto Protocol enables developed countries to invest in “Clean” projects in developing countries to gain emissions credits (Certified Emission Reduction-CER).

Indian Industry has benefited from trading in CERs in the international market. Of late, due to lack of

demand internationally, prices of CERs have been very low leading to low activities under this mechanism.”

About Kyoto Protocol:

The Kyoto Protocol is the first International agreement between countries to mandate country by country reduction of six greenhouse gases in order to prevent global warming. Kyoto emerged from the UN Framework Convention on climate Change, which was signed by almost all nations on 1992 mega-meeting popularly known as Earth Summit to curb global Warming.

To put teeth into the pledge, a new treaty was finalized in Kyoto, Japan in 1997 for Green House Gas reduction after years of negotiations and entered into force on February 16 2005.

The Minister of State (HRD), Dr. Mahendra Nath Pandey in a written reply to a Lok Sabha question said that ‘Ek Bharat Shrestha Bharat’ programme aims to actively enhance interaction between people of diverse cultures living in different States and union territories with the objective of promoting mutual understanding amongst them.

Currently 20 States/ union territories  have signed MoUs and all States have been advised to draw up Action Plans for implementing selected joint activities in the year 2017.

The Indian Navy decommissioned  iconic Tupolev-142M anti-submarine warfare .

Indian Navy has decided to decommissioned Iconic Tupolev-142M Long Range Maritime Reconnaissance (LRMR)  aircraft used for anti-submarine warfare ,which was guarding the Indian Ocean region for last 29 years.

As per official statement, it is one of the most formidable airborne  reconnaissance platforms around the world, was part of all majoroperations of the Navy since its induction in 1988.

About the Aircraft: 

• It was inducted in Indian Navy at Dabolim , Goa from the erstwhile USSR in 1988.
• It was then shifted its base permanently to INS Rajali in 1992 in Tamil Nadu.
• Indian navy has inducted total of 8 Tupolev-142 M but currently only 3 of them are in operation.
• The Tuploev-142M has four powerful engines, slender fuselage and swept wings and  which is fastest turboprop aircraft in the world
• It is participated in operation Cactus in Maldives and operational missions off srilanka to provie airborne surveillance

Indian Navy Successfully Test Fires Surface-to-air Barak Missile From INS Vikramaditya.

Indian Navy has successfully test fired Surface to air Barak Missile from its aircraft carrier INS Vikramaditya.

.

According to the official statement_ e firing carried out in the Arabian Sea, the missile was fired against a live low flying high speed target, the taget was successfully destroyed.

The firing was conducted as part of “Operational Readiness Inspection” of the western fleet, by Flag officer Commanding-in-chief of western Naval Command Admiral Girish Luthra.

INS Vikramaditya is a modified Kiev class aircraft carrier bought from Russia and has been commissioned in Indian Navy on 16 Nov 2013 by then Defence Minister Shri AK Antony in Russia. VIkramaditya means Brave as the Sun .
