Poromboke Lands:

Poroboke Lands are the land which is used for common use, such as preservation of tank, channel, pond, lake, rivers or same kind which belongs to Government.

For Using Poromboke land, need to get proper permission. The application should be assigned to Tahsildar, he then examine and recommend the same to collector for assignment of land under RSO 15

Reserve Lands:

The Reserve lands are lands which is reserved for particular purpose or certain class of people’s use.

Darkhast land:


The land which is assigned for cultivation or to construct the houses are called Darkhast land.

About Rent

The Government giver their land and Building for lease rent to non-commercial, commercial purpose as per RSO 24 for minimum  3 year to maximum 20 years.

The present lease rent is 7% of the land cost for non-Commercial purpose and 14 % for commercial purpose. These lease rent is revisable once in 3 years.

Monetary limit of officer for leasing
  • Tahsildar-  Nil
  • Revenue Divisional officer (RDO) – 20,000
  • District Revenue Officer (DRO) – 50,000
  • District collector – 50,000
  • Commissioner of land Administration – till 2 Lakhs.


About Lease:
Government leased out its lands, building to a private individual or institutions or others for a particular period for non-agricultural purpose as per RSO 24A.

The Maximum period of leasing should not exceed more than 3 years. The lease rent should be 1 Per cent of the market value which excludes local cess, surcharge for non -remunerative purpose and 2 per cent for remunerative purpose. These lease rent should revise once in 3 years.

Monetary limit of officer for leasing

  • Tahsildar – Nil
  • Revenue Divisional Officer (RDO)- 20,000
  • Collector – 50,000
  • Commissioner of land Administration – till 2 Lakhs
  • Government – more than 2 Lakhs

 As per  RSO 21 the government will provide house site to the poor who doesn’t have house or land to construct house.

Eligibility:

The annual income of the person should not exceed Rs 12,000.

Also he should not have any site or land.

Procedure for apply:

The person should first approach the VAO by specifying the purpose for requiring the land.

VAO should register the application and publish publicly in the village and notice pasted on the village choultry and on the site for any objection of any within 15 days.

Once completing 15 days VAO should send the application to Tahsildar once get his approval, VAO can pass the order as mention in RSO 21.

Assignment of House-site and condition.

In Village the maximum area assigned will be 3 Cents (1.25 Acres)

The Granted land can be acquired by Government at any time for its requirement, there will be no compensation would be paid to the grantee as per RSO 21.

Assignment of house site in Town:

Maximum of 1 and half cents assigned to municipalities an Towns.
1 Cent to the corporation

Assignment for Natham:

For Natham case, the Tahsildar will arrange to make entry in the house site application, he then forward application to the Revenue Inspector to inspect and report.

Condition for assignment

Once the house site is assigned , assignee should construct a hut or house with six or twelve months.
Assignee should plant 2 tree and also maintain them.

He cannot sell within 10 years, afterwards he can sell only with the permission of the Revenue Divisional officer.

  • Tahsildar- 30,000
  • Revenue Divisional officer (RDO) – 50,000
  • District Revenue Officer (DRO) – 1, 00,000
  • District collector – 4, 00,000
  • Commissioner of land Administration – 5, 00,000
  • Government – more than 5 lakhs

‘A’ Register:
This is the Basic record which contains information on all lands about its survey number, Classification, Assessment, Name of the Pattadar , etc..

Adangal Register:
Adangal Register gives information about the number of crops cultivated and yield in particular land. VAO prepared and register as per Fasli Year.

Fasli Year from from July to June      
         
Azmoish:
Revenue Inspector will inspects all Poramboke, Fasli Jasthi and theervai Jasthi  lands twice to correct the entries if there is any error.

Theervai Jasthi:
It means that the Dry lands irrigated  with the help of Government sources then there will be some charge, this is called Theervai Jasthi.

Fasli Jasthi:

It means owner can get irrigated with the help of government source in a fasli year for a Single crop wet land, if he wants to irrigate second time in fasli year he will be charge is called Fasli Jasthi.

About Village administrative officer(VAO)

Village administrative officer (VAO) is also known as Village collector, VAO is like a collector in particular Village where he/she works. VAO is very prestigious as well as we can do Service to the public. People who are very much interested to do Public Service can choose their profession as Village administrative Officer, because VAO act as the middle man between the People and the Government. So VAO is the Job which is dream to get and do service to the people.

Early once or as per the requirement TNPSC (Tamil Nadu public service commission) conduct the Examination for the VAO. VAO helps the government schemes to reach the village people.
Here we are going to know selection process, syllabus, Guidance to prepare from home rather than wasting money in Coaching Centre, notes, books to read, allowance, education Qualification etc..

Salary and Allowances:

Village Administrative officer initial salary will be Rs.5200-20200 + Grade pay 2400/-(PB-1)(PM).

Age to apply

1.       For SC, ST, MBC, BC candidate minimum age is 21 to Maximum 40 years
2.       For Other category candidate Minimum age is 21 to Maximum 30 years

Education Qualification

Candidate must passed S.S.L.C Public Examination or equivalent with eligibility for admission to higher secondary courses of studies.

Adangal:


It is also called as village account no 2. has to be written every year in the following parts

I Patta lands

a, Wet
b,Dry
c,Manavari.

II Assessed waste land

a, Wet
b, Dry

III Poramboke.

  • Adangal which contains the detail of S.no, extent, assessment and classification as per A register.
  • The name of the land owner as per 10(I) chitta,
  • The details of wells, trees, lands reserved for Sc/ST assignments made with or without conditions are prepared as referred with Adangal of previous fasli and the register of assignment.
  • The Village Account no 20 which contains the details of rainfall and period which the water is available for cultivation in the irrigation tanks.


Azmoish :

Azmoish means the inspection of lands and fields to record the details of crops raised, trees , wells and others in village account no 2 (Adangal) and approximate outcome of the crop.

This is the primary duty of VAO to register in the Adangal. He has to register the details of crops raised in the land, trees standing in the government lands, unauthorized occupation of govt lands, Fasli Jasthi, Theerai Jathi etc.

These register has to be done every month and he should attend the Amois on village every month especially during cultivation.

The work of Revenue Inspector.

The Revenue inspector has to inspect all the Poromboke lands , fasli Jasthi and Theervai Jasthi atleast twice in a year also all wet lands and some dry lands.

Deputy Tahsildar will inspect the revenue Inspector inspection about Fasli Jasthi, Theervai Jasthi and Poromboke  lands.

  • He has to decide whether balling necessary for the land which classified as balling wet lands.
  • He inspects the details of 2c/non 2C entered correctly in Adangal and 2C accounts.
  • Inspect in case of remission, water was available in source during normal cultivation and if so quantum of the yield.
  • Inspect the transfer and other changes ordered as per Taluk account no 6 & village account no 3 which has been given effect to all the village accounts in ‘A’ Register, 10(I) chitta, adangal, F.M.B attested by Revenue Inspector.

What is Beriz Deduction?


The allowances which is paid to the religious institution.

Important Assessments:

Assessment (RSO-1).

RSO Stands for Revenue Standing Order

Assessment is fixed based on the classification of land, Soil, availability of water for irrigation, location of the land etc, at the time of settlement. It  Represents the commuted value of Government share of surface cultivation.

(RSO 1) the Charge for Second crop is compoundable.

(RSO 2) the Asessment as per village account 10(1) chitta.


Thirvai Jasthi:

Dry lands irrigated with the help of water from irrigation or other government sources are to be assessed with additional assessment for the year is called Thirvai Jasthi.

Standard rates have been levied of water cess or thirvai Jasthi. However for dry lands under the various irrigation projects separate rules for levy of cess has been framed under RSO 4.2 which should be followed.

Where should Theervai Jasthi Charged:

Thirvai Jasthi is charged when water from any Government resource  like pond, tank, rivers or well , is taken to Dry/Manavari land irrespective of the days of supply.

If the irrigation is for half of the field, then the charge will be for half portion only.

If the irrigation is for more than one crop in field , Different rates, if applicable should be levied as per (RSO 4.5), which might be wet and dry crops in land.

If the water is available in the source course for a period of more than required for a paddy crop and 
if crops which remain on ground for more than six month are raised, it should be charged as Duffusal Crop (exception for Casuina/Bamboo).

Charged when Irrigation of unassessed or Poramboke lands(RSO 4.6) with aid of Government water.


The levy of Thirvai Jasthi is ordered by Tahsildar and he can also levy penalty .

Theervai Jasthi should not be Charged.
  • When water is taken for Government purpose by government Department.
  • Irrigation of Seed beds (if it is not irregular) (RSO 4.7)
  • Irrigation with water flowing in Jungle Streams (RSO 4)


Water taken to a dry land from Government source well, etc, which is called illegal Irrigation. 1/4th of  Theervai Jasthi is to be reduced if man or animal power is used to get water.

Basis About land Assignment in Villages

To improve the economic condition of the landless poor, the government lands should be utilized. For Homeless poor Government should provide with Shelter.

The Land which is fit for assignment of cultivation and house site, it should be transferred as assessed waste or village site before assignment.

Land Assignment for Cultivation (RSO 15)

Eligible:

The people who are landless , which means those who doesn’t own any land or less land than 3 acres of dry or 1.50 acres of wet for all the district except Kanyakumari in Tamil Nadu.

Assignment:

The eligible people will get maximum extent for cultivation is 3 acres of dry or 1.5 acres of wet, except the kanyakumari dist.

For kanyakumari it is 1.5 acres dry and .75 acre wet.

The people who get the land should cultivate himself or he can assist by his family members. Even hired labour can be used but most important is, he should not give land for lease.

Land Value:

The Land valued more than Rs 1,000/acre is said to be valuable lands.

The proposal for assignment should be sent to Gvt. The assignment land should be assessed waste or poramboke lands.

Lands which should not be assigned:
  • Burial Ground close to the village should not be assigned
  • Government lands containing valuable trees and thopes should not be assigned
  • There should not be any land assigned in Reserve land boundary.
  • The military area, the land contains minerals, should not be assigned.
  • Lands near Airport, Railway Station should be assigned only after consulting particular authorities.


For Assigning Poramboke land a notice signed by Revenue Inspector should be published in village with full details and calling for any objection. Also there should be a letter to Punchayat for Opinion.
